there is any option to remove the Maximum Open Tickets limitation, but per user not global, or any option to white list a user. the ideea is that i need a user without limitations for open tickets. thank you
There is currently no option to define allowed number of tickets per User.
It is a global setting at: Admin panel -> Settings -> Tickets see Maximum Open Tickets. You can disable this settings by entering 0.

Not at this time, no. Currently you can only define a global limit for all Users and it does not allow to specify a specific timeframe.
