After the upgrade this seems to be enabled by default and I can't disable it. I checked older version where this is opted off by default.
I made a test by creating a new department and made sure that this tickmark was off. Once department was created it automatically assigned tickmark on this.
In the global settings I have enabled claim on ticket responce.
I have tested different browsers. Cleared cache etc... nothing
Running on win server 2016.
What could the field be in the database? Might try changing it manually from there.
