Not able to create ticket when not logged in osticket

Hi I am new to Osticket, I am getting a normal ticket when I'm logged into osticket and using it, but after log out, I'm not able to receive any ticket .
my cron.php is

We are looking something like our Osticket should capable to generate ticket whenever a new email comes in my inbox, whether the admin is logged in or not. Currently, its generate when admin is logged in to the osticket.

Environment details: 7.3.3 on cpanel
Version of osTicket :v1.11 (7b1eee8)

osTicket does not suppoer PHP 7.3 at this time.

osTicket does not support PHP 7.3 at this time. -- I made the changes in PHP version now it's 7.0

php - 7.1.27
I am using it on a regular basis but suddenly osticket stopped fetching email from(5th April to 18 April) inbox than after a few days its again start fetching and generating ticket id.
can you suggest something why this happens??

You would have to consult the documentation or your hosts support for your specific setup on how to setup a cron job. Some setups do not require the username. I think that the first thing should be */15 to indicate every 15 minutes.
