I have upgraded to the latest version 1.11
Before the update everything was working great.
Since the update the agents who only had the Limit ticket access to ONLY assigned tickets option enabled, they can see all the tickets of the department. They can even see the closed tickets of the department.
Before they could see the OPEN assigned tickets only. So its like the option when checked has no effect.
System has:
PHP 5.6.40, osTicket 1.11 stable
By the way the update was completed with success.
