First things, first:
osTicket 1.11.x pulled from git.
IIS 8.5, PHP 5.6.31, MySQL 5.5.44

Issue 1: When creating a custom queue, "Create Date" and "SLA Due Date" are forced in as Queue Search criteria and are displayed and "checked" no matter what. Unchecking and saving changes has not effect. Likewise, even editing the database entry itself and applying is undone as soon as the "Criteria" form is displayed for the custom queue.

Issue 2: In the Tickets view, mousing over the header for my custom queue displays the "sub-category" drop down and the main group, but no orange number to indicate the number of tickets.
