I'm testing the OSTicket and for this purpose, I create a fiction user, when this user is creating a ticket, there is no option to choose the SLA. There is any configuration for the user select the SLA type?

Not by default.But you can have Help Topics and Departments have their own SLA and that will over ride the default.
