Depends what you mean. Like, an auto-reply to the creator? Or a notification to someone else? The former, Admin Panel -> Emails  -> "Select the email address" Then "uncheck" the "Auto-Response" disable checkbox. Verify the Help Topic that they get by default. The latter, Admin Panel -> Settings -> Tickets -> "Alerts and Notices" then choose the options you want.

I meant when new ticket is created I want osticket to send an email to a specific address.Specific address isn't one of osticket members.

Are you using the department admin?  If not you could make it a mailing list or the specific email address that you want. You could also make an account for the address (even if they never plan on logging in) and add it to the department for for alerts to be sent to.Also I hear that either 1.11 or 2.0 has a new CC email feature that might work the way that you want.
