Over at github the devs said 1.10 (rc3 or final) is planned for the end of January. Since there are only some days left I hope they'll make it, but even if not, I'm sure it won't be that long anymore and hopefully (very) soon the new version will be finished/stabilized and released.
Beside, the new version takes may a bit longer since they're doing so much invisible changes in the code (e.g. to support other database types like SQLite, MSSQL, etc) in addition to a lot of new features! That all takes time to code, but also to test so no major bugs will be present once the new version will be released and personally I think it's better to have a bug free system which got released later as having a buggy one which got released earlier just to keep some (stupid) deadlines or something like this.
