Only attachments from NEW tickets will be placed there, but NOT from EXISTING tickets!To migrate you need to use the command line - unfortunately I can't find the command right now here at the forum or over at github, but maybe @[deleted] can point you.But make sure to follow the steps mentioned by mfelber over at github here:https://github.com/osTicket/osTicket-1.8/issues/1243

I think that the command to migrate from DB to Filesystem is:php setup/cli/manage.php file migrate --backend D --to FAlso did you go to Admin panel -> Settings -> Tickets -> Attachments and change the back end to the filesystem in the drop down?  And did you enabled the plugin after installing and configuring it.
