there is the possibility to set or activate for only some users to create some kind of ticket? For example , only the manager can require new authorizations through a category of ticket specifies that " ordinary users " can not see?
Users can only see their tickets, or tickets that are in their organization (depending on your settings).So I'm not sure what you mean.
I mean only some user have the possibility to submit some "Help Topic" that other user can't see when they log in in osTicket
That is currently not possible - all users see all help topics.You'd need to alter the source code to achieve that only specific users see specific help topics.
