Problem: When unchecking "Enable Attachments" in Admin Panel->Settings->Tickets->Ticket Attachment Setting Config Button; Staff and Clients can still upload attachment.

Expected Behavior: Once disabling Attachments, both options should be disabled ("Drop files here or choose them" and the HTML Rich Text Image upload button.
