I am using OSTicket v1.9.3 (bba9ccc) / Apache/2.4.4 (Win32) PHP/5.4.16 / After configuration I found email level ticket creation not working. I don't know exactly how to fix this problem, Please can help me in this anyone.

You have not provided us enough information about your setup to be able to assist you. Please help us to help you by reading and following the posting guidelines in this thread: Please read before requesting assistance. There are a number of ways that you could have setup email (POP, IMAP, Piping) and we need to know which you chose, how you set it up, and if you configured cron.

You actually want to setup cron instead. As auto cron only fires on staff activity. I imagine that you would want the process automated instead of having to have staff logging in etc to trigger the check.See: http://osticket.com/wiki/POP3/IMAP_Setting_Guide
