Instead of editing ticket.Click on the clients name.Click on the clients name again in the next pop up.Populate the Internal Notes field.I have just checked this on ten different users and every single one has the field.
i tried this too same result.... if you whant i can give you an user so you can see it. send me an pm and i make an user for you so can try. seems like most i can`t edit. only a few i can populate the field.
@[deleted] i am dumping the db now from prod to test so i can check if the new 1.9 rc1 is the solution. then i can check if the canned respose is problem is solved too. (and staff upload)

@[deleted] i still have the internal bug in 1.9 rc1 and the same user cant use the new internal note button in user sectionand i still got the bug with if i upload some pdf , sometimes it get the wrong one from databse into the canned response :-( and when the bug happend i cant upload any more files.... i could upload 2 new files and number 3 got random. number 4 still not there.... .. same happends if i delete all and start over.
You should probably report it on github then.

this was an bug made by me :-)so shuld be marked solved or bastard from h*** that cannot keep his fingers away.... :-)
