oh its kind of problem because it took me a whilte to upgrade to the 1.8.1 version (a lot a lot of customized code...) , is there is anyone here that knows what code has the bug fix and can refer me to the file ??thanks! 

You would have to go through all the commits and closed issues to determine that.

I didn't find anything in Osticket 1.8 issues and even in the plugin issues about this attachment problem...is there someone knows why its happening?

I have the same problem, basically the code of the plugin is on https://github.com/osTicket/core-plugins/blob/develop/storage-fs/storage.phpI'm trying to find the solution, since the hash folders are created but not the files.
