Is it worth upgrading from 1.16 to 1.18 if I'm not going to use oauth?

Is there any new functionality that will help me?

    1. 1.16.x is no longer supported so any issues, etc. you will not receive assistance with.
    2. There are important security updates that are included with the latest releases that you don’t have. So you are vulnerable.
    3. You are missing out on the latest bug fixes.
    4. You don’t have support for the latest PHP versions.

Other than that it’s really up to you. Some people still run 1.6 ST released in 2009(ish). Generally with any software you should stay up-to-date as much as possible.

    Cheers.

Personally, to me its not about functionality between 1.16 and 1.18.
    It's about security and risk.
Running out outdated versions is a greater risk.
If you or your organization are willing to accept that risk then it would become about any new features/functionality.

That being said, you can view the release notes here:
    https://github.com/osTicket/osTicket/releases

Then you investigate any new features, etc and try to determine if they are worth it to you / your organization.
