I cannot do some actions from the default admin user , when I try to change the password or create new user and create a new ticket the below alarm aperies how can I fix this issue

The screen shots provided to not show the Agent panel, it shows the User panel. You need to log in as an Agent to do Agent and Admin things.
add /scp to your URL i.e. https://support.domain.tld/scp

i already singed in as an agent please find the full screen for the error also ,this error appear on the admen panel and agent

Are you using NGINX? You haven't posted any of your environment details so we are in the dark here.

That’s your issue. NGINX isn’t supported out of the box; please read the system requirements before installing. If you must use NGINX you have to look online for guides in how to get osTicket functioning properly with NGINX.
It’d be best to use Apache instead.
