I'm having issues closing a ticket, do I need to enable something in order for the dropdown menu for Close and Resolved appear?
Does your Agent account have the Close permission?
Admin panel -> Agents -> your account see the Role set on your account.
Admin panel -> Agents -> Roles -> your role See Permissions tab, and the Close permission.

Now in another note, I do receive new tickets created in the open tickets section, but when I close them the user doesn't receive an email confirmation.

Sounds like things are working then as osTicket does not have a "ticket close announcement" autoresponder.
We use a canned response that the Agent selects and then customizes if need be when closing the ticket.
