i use sip phone (zopier) connect to asterisk switchboard. I need automatic open a ticket when a call is received with any information to complete by the agent. It must choose the user by the from number (is inform in the user register) and the agent (the person that receive the call) How could do it? it´s there any plugin or mod available?

osTicket matches on email addresses as its unique field. So unless the email address for the customer is like 6032101234@voipphone.tld no i dont think that you can create a ticket using the phone number as the identifying information.
I doubt that this is possible, too.
It would be super cool though.

You can create a ticket using the API using Http request when your call is connected, but you might need to check zapper api documentation too.
