I'm wondering if there is a way to create a pre-formatted table that agents can drop-in for their replies? For instance:

Table Header
| Table Header 1 | Table Header 2 | Table Header 3 |
| Static Title | User Input | Static Title |
etc. etc...

The agent would just click somewhere if the table was necessary, fill in the relevant data needed, modify the table if necessary, and just hit reply to update the ticket.

I am not aware of a way to do this in osTicket per se.
But I imagine that you might be able to make a canned response with an empty table and select the canned response.
