The only way to do that with the base system is to tie a form to the Help Topic field. It will automagically add the form associated with the help topic (on new tickets) when it is selected.
There is also a paid third party plugin that does something similar to what you are describing. It is called SuperLists and is mentioned here on me Resources for osTicket list on my site:
