Is there a way to create filter rule to add collaborators automatically so the agent can get an email as a notification?

Not sure I follow you.
Agents get notifications as configured at Admin panel -> Settings -> Tickets -> Alerts & Notifications.
Why would you need to create a ticket filter to do something that is already baked in?
To answer the question: No, there is no way to add a collaborator via a Ticket Filter. But then Collaborators are Users, not Agents.
