Email piping not working in 1.14.3 on ubuntu 20.04

Installing osTickets v1.14.3 on Ubuntu 20.04 with php5.7.3.
I have verified that I can create a ticket from the web.
I have configured it for ldap authentication.
I have mail routing to the machine and piping into pipe.php.
pipe.php is executable with mode 755.
When I run pipe.php <email_msg it returns with nothing and does not create a ticket, nothing.
What do I look for next?

There has never been a release version of PHP of 5.7.3.

I have not every used piping so I cannot really assist you. Maybe someone else who does or has can.
