Need help for setting up Mail

Hi, i need help to set up my Mail out.
I ve run a Server 2019 with xampp. On this server runs Paessler PRTG (Monitoring tool) with smtp data for sending Mails. This works fine! This same settings ive write to osticket, but cant get it run:
SMTP Status: active
Server Name: wp12454200.mailout.server-he.de
Authenification: yes

with port 465 = Failed to connect to wp12454200.mailout.server-he.de:465 [SMTP: Invalid response code received from server (code: -1, response: )]

with Port 25 = authentication failure [SMTP: STARTTLS failed (code: 220, response: TLS go ahead)]

System Log if its on Port 25 = Kann keine E-Mail über SMTP versenden:wp12454200.mailout.server-he.de:25 [wp12454200-admin] Failed to add recipient: xxx [SMTP: Invalid response code received from server (code: 550, response: relay not permitted)]

If i set up my privat gmx account for smtp i get the same errors.
What i doing wrong?

osTicket does not officially support PHP 7.4 at this time so it might be a problem with that.

Bertl83 in the php.ini ive change smtp setting from localhost to my server above, but it dosent run

Once you updated your php.ini file did you restart the webserver service?

Yes Webserver is restarted.
Ok I will see if I can downgrade php

after php downgrade its the same error

is ther any problem with transmitting USername and password for Server Authent?
I ve User-Name as User and an alphanumeric passwd.

i ve done it now with an gmail account, that works

You should contact your mail provider for the information you should be using and if they see any issues on their side.
