Distribution group CC as TO

Hi All
We are facing an issue when I send an email to 5 people in the distribution group as CC in osTicket, everyone in that group receives 5 emails of the same ticket. Is it a bug or its a default behaviour of osTicket.
Please provide solution.

1.10 is end of life and has been for some time. You should upgrade to current and re-test.
