I tried creating earlier as well but it worked properly .
But now it has stopped creating tickets, constantly getting this message in response.

Configuration details:
Osticket v1.9.11 , PHP 7, MYSQL 5.6.41

Please help resolving this issue.

1.9 is end of life and no longer supported.

That being said if the API key (which is tied to the IP address) stopped working then I would think that the IP address changed.

    I have checked IP and API key are still same. Checked in DB also, does this data gets cached some where. I want to debug how api request is handled in OSTicket code. Can you guide me through the code.
    It will be big help.
