I noticed that you are using PHP 7.4 which we don't support yet. Downgrade to PHP 7.3 and retest.

Pls find the screenshot. we have already changed to php 7.0, the same which we had on other server before migration.
I have moved application to Apache Server and its working fine currently.
But Not able to know understand and resolve the issue with IIS still.

I've been running osTicket under IIS for years so my guess is that you have a problem with your environment.
Have you tried changing Date and Time Format from 'Advanced' to 'Locale Defaults'?
