How would you when an organization has many “sites”? In each site there is a service provided.

I'm sorry i do not follow your question. If a Organization has many sites it's still the same Organization.

Example: The company that i work for has 22 sites in the Southern part of our state. They are still a single Organization. We have added a Location field to tickets and staff select the site when they open a ticket.
