Why am I getting this message in the Osticket Dashboard Information?
This release is released on Oct 2nd '19 and the new features like schedules are (I assume) is part of this release
Why then it is showing no longer supported?

Which one is the latest stable release where I can use Scheduling feature?

1.14 hasn't been released yet... so the answer is: There is no stable version where you can use the "Scheduling Feature". Once 1.14 is released it will be that one.
