We're looking to upgrade to 1.12.2 (a5d898b), but we also want to upgrade the version of windows the installation is sitting on, so I decided to completely spin up a new machine/install. Once I had MySQL, 5.5.62, PHP 7.3.7 installed and all of the windows updates run, I backed up our existing database and restored it on the new instance and proceeded with installing osTicket 1.12.2 Everything went smoothly and appears to have moved over appropriately. However, the date of tickets is being displayed as "09/20/19 15:54:02" where on our previous production install, v1.10 (901e5ea), date/time is displayed as "09/20/19 3:54 PM". All of the Date and Time Options match from 1.10 to 1.12, I tried using "--Advanced--" but as soon as I put in the "a" character (as prescribed the ICU Date Formatting table referenced in the help pop up) the entire field does not render. I've also checked the Locale options within my php.ini and made adjustments there with no effect.
I know this is purely cosmetic, but my users are going to lose their minds if they have to try to tell time in 24 hour format.
Any help would be greatly appreciated.
