You'll have to check your error logs. If no errors then you will just have to start var_dumping around to see where it's failing.

Apache, PHP, and MySQL all have error log capability. You would want to look at your respective config files for each and then see if any errors are being logged.
Would I be easier re installing?
Since I'm not sure what the problem is yet I couldn't really advise what would be easier. If the problem is a configuration issue with apache/php/mysql then reinstalling wont do anything. If it's a problem with the osticket database and you nuke the database and reinstall it should fix the issue. Getting the error(s) from their respective error logs would help make that determination.
Check your help topic forms and see if that field in particular is disabled.
This is still an issue... users are still unable to open a ticket..
