I have a problem our tickets are assigned based on departments. But if the user is not part of the same department he/she wont be able to view the ticket he/she created. is there a way to view the progress of the ticket without becoming a member of the same department?
note: ticket are raised agent level only to another department.

A User can always view their ticket... It does not matter if it was opened via UI, Email, or by an Agent. They simply log into the User UI and see their tickets.

Agents are the ones that cannot tickets based on assignation and department.

Sounds to me like your Agent(s) are not logging in as Users to see their tickets.
