I have a situation where I needed to create a small handful of identical tickets for users. (We had a software package to update on 5-6 people, so I made one ticket for each user by hand, giving me ticket 1 for user x, ticket 2 for user y, and so forth that had the same title/description/metadata/etc.)

Out of curiosity, Is there a better way to do this if I had dozens or hundreds of users?

It sounds like you did it the way I would do it.

If its for internal tracking only (and you dont care about having the ticket be associated with the correct user) you could make one ticket and put all the details in the body of the ticket.
(5-6 names etc)

I've done that before, too. I was expecting a "clone ticket to user X" function would be a new feature.

It is not a feature at this time.
