Good day! Tell me, is it possible to access for user in web-gui to the details of the him ticket without first activating this user through the mail?
I use domain authorization for users and for me it’s a problem to activate a user through mail or send a link to specify information about a ticket by mail, because many users do not have mail.
Are there any tricks or custom builds without this specific work?

No, a user has to activate their account first.

Alternatively you can export your users from AD and then import them into osTicket.

Alternatively you could not require registration.

Alternatively you could just use something like software-mods's adSync plugin [paid plugin] to sync all the users from AD. (My employer does it this way on multiple osTicket instances).
