Sadly the screen shots are not in english so I can't easily read it. But it looks like
New Ticket Alert is set to
admin, department manager, and department members.
So since a new ticket is being created it should alert those parties.
This looks like Ticket assignment alerts.
Assigned Agent and Team Members.
So it should alerts the Assigned Agent and Team members.
Sounds to me like it's working as intended.
A ticket is created in Department X.
Alert is sent to those parties.
Ticket is then assigned to Agent.
Alert is sent to those parties.
Is this not the case?
