You do not want to install a language pack at the same time as installing. If you did that then you really want to nuke the database and reinstall.
After you have installed then you would want to add the language pack and switch the default language of the system. And change your agent profile language to the new language file.
The translation project has never been completed, so there are places where some things just wont translate. The new ticket QUEUE names in 1.11 (Open/My Tickets/Closed) is one of those areas where I do not believe that it has been added to the translation language packs yet.
