I'm inclined to agree with you but Synology support don't see it that way. The mistake I made was to mention osTicket as this allows them to play the "we don't support 3rd party apps, speak to the developer". Trust me, there's no point in trying to argue the point!
I'm hoping that someone on the forum has got the same setup. I've also posted on the Synology forum. The problem is not creating the folder, it's making it visible/accessible to the Webserver ergo osTicket/php
