I have no idea what it is that you are trying to ask. Perhaps a mock up would clarify?

You can use Help Topics that way.You cannot use lists that way.

That's not a feature in osTicket at this time. I'm hoping that it is something that will be added in the not to distant future though.
For nested custom lists, you will need a plugin called Ajax Superlists for that.
Superlists is a plugin that allows for smart, dynamic, interlinked and grouped ajax custom lists on the ticket creation page.
