I've tried to get Solaris 8 (SunOS 5.8) but Oracle requires a support login to download that version. I could however get Solaris 10 (SunOS 5.10). I've set up a vm with:
ServerOS: Solaris 10
Webserver: Apache 2.0.59
PHP: 4.4.5
MySQL: 5.0.67
ClientOS: Windows 7
Browser: Firefox 20.0.1, IE 9.0.8112.16421
and got multilanguage working. I didn't need to configure osticket in any way. The only thing i had to do is recompile the PHP 4.4.5 to add the mbstring extension (sunfreeware doesn't provide a version with mbstring). That was a pain to set up. End result was:
osticket multilanguage works and translates in setup.
osticket installed without a hitch
osticket wouldn't display a thing in scp because the PHP version is too old (which is a osticket bug , i still have to report that one)
My suggestion would be, try the stable v3, it should at least tell you if you are missing mbstings or if your file permission is wrong. But i suspect you'll have to upgrade, at least your php version.
