You can download it from github.https://github.com/osTicket/osTicket-1.8/tree/v1.9.1But why would you want a version thats so old?

You can also get it from osTicket.com officially with a little trick ;)

The URL of the official download link contains the version number:

http://osticket.com/sites/default/files/download/osTicket-v1.9.8.1.zip

To get old versions, just replace the version number in the URL:

http://osticket.com/sites/default/files/download/osTicket-v1.9.1.zip
