We are currently running  osTicket (v1.9.4-rc2). Can a ticket be assigned to two or more persons/groups ? 

Beside that you shall really upgrade (1.9.4-RC2 is the seconde Release Candidate of 1.9.4) you can easily create a team of agents which can then be used.Admin Panel > Agents > Teams > Add new team

Tickets cannot be assigned to more than one person.Tickets cannot be assigned to groups.  Groups are security based.That being said: Tickets can be assigned to Individuals or Teams.  Teams can have people that are not in the same department on them.
