I've recently installed osticket 1.9.4 and everything has been great with notifications I have been getting emails when new tickets are opened and when reply's are sent but I cannot for the life of me get any notifications when I assign a ticket to any agent, it does work if I assign it to a team though. In alerts the ticket assignment alert is enabled and I do not seem to have notifications blocked anywhere. I would greatly appreciate if anyone had any ideas.

I guess I can try to clarify what I mean,If I claim a ticket my team members never get notified that the ticket has been assigned to me. Even though I have 'Team Members' checkmarked in 'Ticket Assignment Alert'

Did you create a team (Agents -> Teams) or what do you mean by "team"? (Something internal at you company?)Just asking, because you need to create a team (Agents -> teams) first, that all team members then get a ticket assignment alert, when the ticket is assigned to that team.

osTicket doesn't send out any alerts to team members when someone claims or get assigned a ticket. Only assignee(s) get the alerts.

After re-reading, the response from Peter makes definitely more sense than mine, so make sure to assign the ticket to a team and not to an agent, that your team members receive the alert too.
