I would start by going to:Admin panel -> Settings -> Tickets -> Scroll down to Attachmentsand checking the following configuration option: Online/Web AttachmentsLimit to authenticated users onlyMax. User File UploadsMaximum File SizeandAccepted File TypesIf all that checks out I would then look into my PHP configuration.  Check your php.ini and ensure that file_uploads = On
