There is no File Upload Option when a Staff Member Creates a New Ticket.

How do I go about adding that functionality, can someone give me some help? Possibly help with adding the code?

I know that you can only add a file in the reply on the staff side, but this would end up sending the client two emails. We need it on the create new script.
