I can confirm that I reproduced this issue.
However, I also found if you select another language it downloaded a osTicket_lang.zip and the language you want in the zip is 0 kb. It looks like the script cannot pull the ar_EG language and is hanging as a result.
@KevinTheJedi can you report this issue internally to whomever you need to. 🙂
