Read the requirements before upgrading/installing. It says v1.18.2 requires PHP 8.2-8.4 (8.4 recommended) and you are running 8.1. You should upgrade PHP asap to avoid further issues.
You are missing the URL Rewrite module on your webserver. Search for a guide that shows how to enable URL Rewriting in Apache on Rocky Linux. Once installed and enabled you can retest the email authorization.

I made the following changes to resolve the issue:
