Plugins not showing in the admin > manage > plugin screen

We have installed OSTicket version 1.18.1 on Windows Server 2022 and WAMP Server (with PHP 8.1.31 and MySQL 9.1.0 ).
When we tried to download the OAuth2 plugin and saved the PHAR file to /include/plugins/ folder, it is not showing up on the admin panel manage plugin screen.
We checked and PHAR extension is enabled in the PHP installation that we have so not sure what the issue is.

Can someone please help?

You need to install it first. Click Add New Plugin and then click Install next to the OAuth2 plugin. You also must have the PHP-PHAR extension installed and enabled.
