I have installed german language package, but I like to modificate some words there. If I replace some words in de.phar the german lanugage package don´t work. What I do wrong?

Yea you can’t modify PHAR files directly. You’d have to unpack it first. There are guides online that explain how to unpack and modify PHAR files.
