You can most definitely have two osTicket installations on the same server. Lots of servers usually run one or more websites/services now a days. More cost effective than having a physical ( or even virtualized) server running just one service/website.

Yes, of course. There are many guides online that explain how to host multiple sites on one server. You would essentially need a site config per-site, a new osTicket directory for each site, and a new database for each osTicket instance.
