No, that is actually one of the most requested features an is on our TODO list post-v2.0. We are planning on having an attachment/file manager for each Ticket, thread entry, etc.
The only way to accomplish this now is to do so via the database. This of course requires knowledge of SQL and the osTicket database structure. We do have ERDs available here to assist you in relating the tables/data:
