How do I set a default value for Help Topic selection in Open a new ticket?

I did find this setting and adjusted it to the topic would like for tickets opened via e-mail but this setting doesn't apply. osTicket still assigns a different help-topic.
Which setting overrules the sitting mentioned as "solution" in this thread?

It's likely due to the email's own settings or potentially even a Ticket Filter.
